- Map room destruction and base capture requires 10 troops.
- All players contributing to the base capture must have launched initially from their home bases and proceeded legally to the captured base. Otherwise the capture and consequent captures through that base will be negated after the frame.
- ONLY the troops brought in with M-3s can be used for capture. Any troops brought illegally with C-47s will cause the capture and all consequent captures through that base to be disqualified.

These are only guidelines as the CO:s will have adequate experience to establish the structure best suited for themselves and for their teams. However...
- He must lead his command staff and groups to the enjoyment of all.
- He must ensure that interframe home base transfers are given to the CM in a timely fashion.
- He must (with his command staff) generate strategic plans and missions for his groups to follow.
Given the three elements of fighter cover, ground attack and vehicle deployment, it is recommended that each country has 1-2 XO's assisting the CO.
The CO:s and XO:s will have only the following very identifiable rides at their disposal:
-- FAF: Hurricane MkI and M-8:s or LVT-4:s. (All unlimited, no usage count required)
-- VVS: Spitfire 1 and M-8:s or LVT-4:s. (All unlimited, no usage count required)
Each of these rides can spawn from any friendly unit's home base!
- To report rule breaches to the CM as soon as possible.
- To create (with the CO) mission plans for their areas of tactical responsibility.
- To communicate the mission plan and objectives to the GL:s prior to frame.
- To advise their CO on frame progress.
- To ensure that all unit members are fully briefed in scenario procedure and etiquette.
- To ensure that all unit members fully understand the role of their air and vehicle home bases.
- To ensure that all unit members understand how the rides are allocated and lost from the unit resources, and to keep track of the unit's resources.
- To ensure that all unit members are properly enrolled into the group squad and carry "proper uniform" (see below).
- To communicate the mission plan and objectives to the unit members prior to launch.
- To ensure that all unit members proceed to the proper spawn point with the appropriate communication channels open for the appropriate time.
- Both a GL and a FL must be present in every frame from the organizing stages to the end of the frame! In case of absences, the FL takes GL's position and a vice-FL has to be appointed. This aims at preventing units becoming disorganized (e.g. with connection problems) and ensures that some-one is always keeping count of unit's resources.
Players cannot participate in a frame unless in proper uniform. This is the correct squad name required of all group members.
In order to police each frame and identify participants in the frame logs the following nomenclature is required in each squad name.
(VVS01 ...... VVS10)
They may then leave a space and add any personalized identification.
(e.g. VVS7 159 IAP "Pokryshev's Falcons")
(FAF1 ...... FAF5)

There is no point based scoring in Stalin's Fourth.
Victory conditions are based on the ownership and control of the VKT-line and its controlling bases, whilst also biased by the ownership and control of Lappeenranta (A83) and Viipuri (V55).
Ownership and control is defined by ownership of the fields with full logistic support (at scenario end) regardless of the active status!
1) Out right victory is achieved by control of the VKT-line which is decided by the ownership and control of Vilaniemi (V77), Tali (V72), Ihantala (V69) and Vuosalmi (V58).
2) The Russians can also gain out right victory by ownership and control of Lappeenranta.
3) Either side can achieve victory by gaining ownership and control of three (3) of the VKT-line key facilities (Vilaniemi, Tali, Ihantala, Vuosalmi), provided they also have ownership and control of Viipuri.
4) The Axis enjoy a marginal victory by having ownership and control of two (2) of the VKT-line key facilities. (Vilaniemi, Tali, Ihantala, Vuosalmi) provided they also have ownership and control of Viipuri.
5) All other variations result in a draw.

- A base is encircled if the scenario supply lines (check the map below) from HQ cannot reach it through friendly bases.
(Note: Viipuri City =V55, is never out of supply, but it does not supply to any other base!)
- All encircled bases are considered lost to enemy between the frames. The scenario CM:s will calculate all of these losses and they will happen simultaneously for both sides. If the result from those base losses causes more encirclement situations, another round will be calculated. This will be repeated until there are no more encircled bases.
- If a home air or vehicle base is lost due to encirclement, it can be relocated as an additional relocation.

2) Unit Relocations
- FAF can relocate one (1) unit's home air base after each frame (in addition to lost home base relocations).
- VVS can relocate two (2) unit's home air base after each frame (in addition to lost home base relocations).
- A home air base can be relocated to any empty friendly base which was not in enemy possession during the last frame.
- In addition, any unit can be ordered to switch their home air base with another friendly unit.
- All vehicle home bases can be relocated to any friendly base they can reach from their current home vehicle base with four (4) steps through friendly bases and along the scenario supply line, as long as the limit of only three (3) vehicle units in a single base is not exceeded in the destination.
- The country CO:s and XO:s will inform the scenario CM:s about all the relocation they wish to perform between the frames as soon as possible.
3) Reinforcements between Frames
- Each unit will receive a predefined amount of new planes and vehicles before the following frame.
- New planes can be used to fill empty slots and to replace old planes, but the original number of available planes cannot be exceeded. (The country CO has the final say on which possible surplus planes each unit can discard. They cannot be transferred to other units!)
- All new tanks can be added to unit's resources. (There is no maximum number of tanks in unit resources.)
Kuhlmey - Special rule after the first frame
Two Finnish units (FAF4 and FAF5) will transform as units of the Lufwaffe's special detachment "Kuhlmey".
- Both of these units' home air base will be the Immola air base (A90) and they cannot be relocated during the rest of the scenario unless that base is captured.
- The vehicle home bases of these units follow the normal rules.
